 Sustaining Public and Political Will
Policy & Advocacy
CCRC’s growing Government Relations Team has strengthened our legislative impact by cultivating relationships with lawmakers representing our service area. Giving a voice to child care providers and families, the team works to edicate decision makers on local, state and federal issues to help advance opportunities for the future of California’s children.
California’s governor signed off on historic rate reform and investments in child care and early education after we and a coalition of advocates, Child Care Providers United Union and the Women’s Caucus called for change. The bill includes 200,000 new child care slots and significant pandemic- related provisions. CCRC has been engaging lawmakers and conducting research relating to the governor ’s plan for Universal Transitional Kindergarten. We’ve continued our leadership and active involvement in the statewide Early Care and Education Budget Coalition, as well as the subject expert consulting agreement we entered the prior year with Early Care and Education Pathways to Success (ECEPTS).
Collaboration between the agency’s Government Relations, Research, and Communications departments allowed us to leverage Geographical Information Systems (GIS) mapping software to create a new external-facing “Splash Page.” It shows elected officials where in their districts child care services are available and where there are unmet needs for child care and family services.

We partnered with Senator Connie Leyva on a social media outreach campaign regarding our reimbursement rates bill (SB 246). For that work, CCRC honored Leyva with the the H.E.A.R.T. award during a ceremony in San Bernardino.
We worked with Assembly Majority Leader Eloise Gómez Reyes to pass the family fee waiver bill (AB 92) and
Assemblymember Mark Stone on the Emergency Child Care Bridge Program for Foster Children.
