Quality ratings and improvement supports are based on a matrix, which evaluates early learning programs in the following areas:
Child Development and School Readiness:
Including appropriate learning activities and use of child observation tools and developmental and health screenings.
Teachers and Teaching:
Including lead teacher/family child care home provider qualifications and effectiveness of teacher-child interactions.
Program and Environment:
Including ratios and group size, assessment of the classroom environment, and center director qualifications.

 Access to the Quality Start Users Group: A peer support network of early childhood educators committed to quality early learning.
 Recognition of Your Program: Your commitment to quality will be recognized on the Quality Start website and as part of other outreach efforts.
 Quality Rating: Some participating early childhood programs will receive a quality rating to recognize their commitment to quality.
