Child Care Providers,
Welcome to our summer edition of the Perspective Newsletter. Please enjoy the articles about what is happening around CCRC these days.
CCRC celebrates 40 years this September. Incorporated in 1976, CCRC began as a support for parents looking for child care in the San Fernando Valley. It quickly added the Alternative Payment Program, supporting low income parents who could not afford to pay for child care. Over the years, we have grown into a large, multi service organization serving children and parents in the north end of Los Angeles County and in San Bernardino County. We have been providing these services for 40 years, and have added many others including: Head Start, Early Head Start, the Early Head Start Child Care Partnership, Select Home Visiting, Workforce Development, Health training for providers, and Disaster Recovery. We have also developed several services to the community including Creative Bridge for designing print materials internally and externally, a robust Research Department, and the Academy which exposes interested members in the community to the various instruments and techniques being used to measure early childhood processes. We have been strong advocates in the public policy arena joining with hundreds of other child development organizations educating legislators at the county, state, and federal level about the value of investing in child care and improving the quality of care for children.
This last year was particularly satisfying as the state began to reinvest child care funds that
had been cut from the budget during The Great Recession. Provider rates that had been
capped at a blended rate of 2005 and 2009 regional market rate were increased to the
maximum of 75th percentile of the 2014 Regional Market Rate Survey. This brings rates to the most current survey and establishes the intent of the legislature to return the maximum allowable to the 85th percentile as the economy recovers. License exempt providers were able to charge at the 70 % of licensed providers up from 60% two years ago. These were big wins for community child care and while we are still not back to pre-recession days, we are seeing signs that a reinvestment is underway.
Since acquiring San Bernardino in 2013, we have been making significant strides to improve the accessibility and accountability for child care providers and parents. We are proud to announce that CCRC is partnering with San Bernardino First 5, San Bernardino Superintendent of Schools, San Bernardino County Preschool Division, Cal State San Bernardino and many others to create a state of the art Quality Rating Improvement System. Stay tuned for more information as implementation begins.
