Child Care Providers,
As you know, the governor submitted his state budget proposal in January for the 2016/17 fiscal year. This marks the beginning of the budget season and, as we have seen in the past, what is proposed in January is usually different than what is enacted.
Major proposals for Child Care and Early Learning include: 1. Child Care
The overall proposal for child care provides annualizes the agreements to increase reimbursement rates for child care providers from the 2015-16 state budget and provides a modest Cost of Living Adjustment (.47%) and Growth Funding (.13%) in the budget year. It also makes preliminary adjustments for caseloads in the CalWORKs child care programs.
The budget also proposes trailer bill language which would direct the California Department of Education to develop a plan to transition contracted funding into vouchers over a five year time period to provide increased flexibility of subsidy services. Currently the state provides about 1/3 of its child care subsidies through center based contracts and 2/3 through voucher programs.
2. Early Education Block Grant
The Budget proposes a consolidation of resources in existing programs to create a $1.6
billion early education block grant for local education agencies. This would combine existing programs funded under Proposition 98 including the California State Preschool Program, Transitional Kindergarten and the Preschool Quality Rating Improvement Program. It is the intent of the Administration that the block grant will follow the core fiscal tenants of the Local Control Funding formula which include considerations of population and prioritization of low-income children. There is a “hold harmless” clause that would ensure that no (Local Education Agency) would see a decrease in funding.
