Beyond the Dinner Table: The Impacts of H.R.1’s SNAP Cuts
H.R.1’s $187 billion in SNAP cuts threaten to deepen food insecurity and poverty, worsen public health outcomes, and increase financial hardship for millions of families. The impacts extend far beyond food access, placing additional strain on local economies, health care systems, California’s CalFresh program, and the early learning and child care workforce. These cuts threaten the stability of families and communities already struggling to make ends meet.
Parent Perspectives to Inform San Bernardino County’s Universal PreKindergarten Mixed Delivery System
This report summarizes the San Bernardino County UPK Mixed Delivery Needs Assessment, examining how families of three‑ and four‑year‑olds navigate the early care and education system. Findings highlight major barriers, including limited availability, inconsistent information, language challenges, confusion about Transitional Kindergarten, and economic hardship. Recommendations to improve access, strengthen the workforce, enhance linguistic responsiveness, and expand comprehensive services are included.
Provider Rates Don’t Keep Pace with Inflation
California’s child care reimbursement rates have not kept pace with the true cost of care, leaving providers reimbursed well below what it costs to operate programs. The gap ranges from 24% to 65% across the regions shown, highlighting the need for reimbursement rates that better reflect the actual cost of care.

In the News
Rising costs, declining enrollments and rates that do not keep up with inflation is resulting in child care deserts. California saw a 30% decline in licensed family child care homes after the recession (37% in Los Angeles County) and a further 14% decline between 2020 and 2021 in California. Without a sustainable source of funding licensed family and center-based care will continue to close their doors, placing an increased strain on working families to find quality care in their community.
