Children enrolled in Head Start and Early Head Start learn and grow in critical ways that give them a great head start in life. Many parents and caregivers of enrolled children not only appreciate the early learning experience for their children, but as Head Start Policy Council Members, they are empowered to play a major role in the shape of the program.
When her son and daughter started CCRC Head Start and Early Head Start, Sydney Ramirez was thrilled to see them thrive in their early care and learning environment. “I could see a growth in them that I didn’t see before,” said Sydney Ramirez.
She had no idea the program would help with her own personal and professional development.
“What I’ve gotten out of it would be growth, whether that’s finally being able to come out of my shell, or experience new things,” Ramirez said. That’s because she joined Head Start’s Policy Council, which empowers parents and caregivers to make decisions about program budget and curriculum.
“That’s one thing about program, [parents] have an opportunity to be seen, to have a voice, and be heard,” said Carolyn Stewart, a Head Start Policy Council Member.
After Stewart’s two granddaughters joined Head Start, she quickly found herself getting even more involved. “We’re not just attending, we’re part of making decision and crucial part,” she said.
This leadership role allows parents and caregivers to be involved in a meaningful way, which positively impacts both the children and members of the council.
“I even started back to school, I am currently attending Northridge University,” Steward shared, adding another personal benefit. “With my granddaughter going to Head Start, it afforded me to deal with my health.”

“I was able to go to the Head Start advocacy day in Sacramento and voice my opinion on a bill about assistant teacher permits, so that was a learning experience for me and I felt really rewarded at the end of that experience,” said Ramirez. It’s a gift that keeps giving.
Council members learn to advocate for their kids, traveling to the state capitol to testify on behalf of early care and education, and effecting real change that uplifts our future generations.
“I was really blown away in really understanding this program is so necessary, so needed for so many families who don’t even know what Head Start offers,” said Stewart. “So, I was sold.”
